International Committee of the Red Cross Accompanies Militant Group in Search for Remains of Israeli Hostages in Gaza

The International Committee of the Red Cross (ICRC) confirmed that its representatives joined Hamas officials into areas of the Gaza Strip currently controlled by Israeli military authority to facilitate the search for the remains of individuals held captive.

Ceasefire Terms and Captive Remains Return

Under the US-brokered ceasefire, which began on October 10, Hamas is required to hand over the remains of all captives promptly. As a reciprocal measure, Israel has agreed to hand over the remains of 15 Palestinians for each Israeli.

The organization has so far returned the remains of fifteen of those taken hostage but zero in the past five days, as some of those bodies are believed to be in areas past the ceasefire boundary designating Gaza’s ceasefire.

Red Cross Role as Neutral Intermediary

“At the request of the involved sides, the International Committee of the Red Cross (ICRC) accompanied a participant in the hostilities as the party searched for the remains of the deceased past the military-established ‘yellow boundary’,” stated a spokesperson for the organization.

The spokesperson added: “The parties to the conflict established the procedures of the operation and entrusted the ICRC to serve as a impartial mediator. We was not involved in the discussions.”

The official additionally clarified: “Our team was not involved in the search for the deceased nor does it take part in the physical recovery of human remains.”

International Humanitarian Law and Responsibilities

Under international humanitarian law, it is the responsibility of the sides involved in a conflict to locate, collect, and recover the bodies of the deceased.

American Ultimatum and Regional Search Efforts

On Saturday, the American leader delivered a two-day demand to the militant group. “Hamas is going to have to begin handing over the bodies of the hostages who died, including American citizens, quickly, or the additional nations involved in this great peace will intervene,” he posted on his online channel.

As the two-day window neared, the group, accompanied by the Red Cross, joined teams from Egypt, who were granted permission by Israeli authorities to search for bodies beyond the boundary indicating the withdrawal of troops inside Gaza. An official representative said the delegation would use heavy machinery and vehicles in the search.

Official Confirmation and Press Coverage

The news was supported by an unnamed Israeli official, who told Hebrew-language media that members of the group had been allowed to access areas of Gaza under Israel Defense Forces (IDF) control to search for the remains of captives, together with Egypt’s and Red Cross personnel.

“To achieve this goal, representatives were allowed to cross the designated boundary,” the official was cited as saying.

Footage released by a regional network seemed to show individuals of a specialized group – belonging to the organization’s military wing responsible for holding captives – escorting a humanitarian transport in a specific location near Rafah, which is beyond IDF jurisdiction.

Challenges in Locating Hostage Bodies

The search for the bodies of Israeli hostages has turned into one of the most sensitive issues in the truce agreed between the parties. However, the effort to find the bodies has been challenging from the beginning, given the existence of an estimated 60m tonnes of rubble across the territory, where, according to health officials, at least 10,000 residents are listed as missing, buried under the debris.

Diverging Statements on Body Whereabouts

Hamas has stated it lacks information on the precise whereabouts of all the bodies, saying it has been unable to communicate with several of its units that had been holding the hostages and were allegedly killed during Israeli bombardments.

However, an official representative asserted that the organization knew the whereabouts of the bodies. “Should the group exerted greater effort, they would be able to recover the remains of our hostages,” the official said.

US Stance and Disarmament Discussions

While the US president has acknowledged that a portion of the bodies are difficult to access, he said that “the rest they can return now and, for some reason, they are not.”

“This could be related to the surrender of weapons of Hamas,” he added.

Washington has said it has received guarantees from the organization that the faction will surrender its arms, though no specific schedule has been set. The militant organisation remains reluctant to give up its arms without solid guarantees about the fate of its members.
